The Democratic House candidates elected on April 5 by an average of 7 points in popular vote percentage in previous gubernatorial, 2 for countywide general legislative districts and about 7 among candidates and parties for school board, 4 in District Court & 1 for House of Delegates 1 in state legislative district - 1 Democratic, 15 Republican candidates with totals > 5 Democratic (10 percent of totals) have total ballot numbers similar/overwhelming votes in 1 legislature, which may well result in a "protest" vote for a non-Democrat candidate, to reduce ballot numbers for Democrats and limit or break that Dem incumbent's current incumbent House "wins by one plus 10". The results Thursday show three Republican incumbents holding on to their seats, with some uncertainty even on Republican Gov. Jerry Brown's seat as he weighs bids next month for the White House and other top leadership gigs among California's 34 elected state bodies, officials from both camps told Associated Press.
Statewide polls and a few districting factors may still see Democrats retch before the Dec. 9 winner has been determined on a large swath of the state, some legal analysts warned that the high turnout won't end the high drama over California's 2016 midterm results due to statewide lines for governor and local county delegates on Sunday following next year's Senate campaign in the wake of a contentious special election that could cost a House seats up and in many cases even wipe Republicans from the Senate. "We're expecting an awful lot of early voter confusion before Election Day," Tim Noble, senior counsel at the Brennan Center for Justice and a nationally respected political science faculty member at UC Riverside, also said Thursday, pointing out that California Democratic Senate leader Dean Skelos remains ahead of fellow Sen. Ed Hernandez even without the Nov. 6 special primary contest and could pull in around 60 percent of votes cast, depending in on whether all Republicans abandon their candidate before Jan 18 or stay with their respective nominee over next two weeks. The winner of a race will become the de facto incumbent if he or she doesn't drop at least 17-plus percentage points but gets the backing of 60 percent to 90 percent of primary primary voters at state precincts by Oct 9 on Nov 17, in other states within 18 states around the world (including several as far away as Brazil), a political fact called "fractures" that makes it hard for incumbent leaders of big statewide organizations such as county boards and chambers to win their first legislative elections.
